Joy Namunoga is a policy strategy and governance specialist focused on making research, data, and institutional systems clear, usable, and relevant to real-world decision-making.ABOUT JOY
Joy brings over a decade of experience advancing accountability, evidence-based decision-making, and institutional effectiveness across Africa and the United States. Her professional experience spans governance, public accountability, institutional reform, philanthropy, and applied research across organizations including the Sunlight Foundation, University of Pennsylvania Fels Institute of Government, International Organization for Migration, ActionAid International, the Anti-Corruption Coalition Uganda, ImpactED, KenCrest, and GlobalGiving.Joy specializes in program evaluation, mixed-methods research, governance analysis, and the translation of large datasets into decision-relevant insights for policymakers, institutions, and senior leaders. Her work has supported initiatives focused on governance reform, fiscal decentralization, civic participation, education equity, institutional performance, accountability systems, and public-sector evaluation.She currently serves as a Consultant in Data and Research at Anavi Strategies, where she leads public-sector evaluation, longitudinal analysis, institutional performance reporting, and research initiatives supporting data-informed decision-making and program effectiveness. She holds a Master of Public Administration from the University of Pennsylvania, where she was recognized as a John K. Parker Scholar for her commitment to public service and applied policy impact.Joy is the Founder & Principal of Governance & Evidence Review (G&ER), an emerging governance and public policy research initiative focused on translating research, institutional systems, and public-sector decision-making into accessible, evidence-informed analysis connected to everyday life.At G&ER, she leads the organization’s strategic, research, and editorial direction, helping ensure that governance, policy, and institutional issues are translated into clear and accessible insights connected to cost of living, access to services, accountability, and opportunity.
