Rayven holds a Master of Public Administration with a concentration in Quantitative Policy Analysis, as well as a Bachelor of Arts in Classical Studies, both from the University of Pennsylvania. Her background encompasses public policy research, nonprofit operations, and organizational systems. She has worked on building processes that make everyday tasks clearer, more efficient, and more responsive to the communities and organizations they serve. Her experience includes policy analysis, program evaluation, cost-benefit analysis, data systems development, and institutional research that supports evidence-informed decision-making. Rayven is particularly interested in policy implementation: how decisions are carried out, where processes break down, and how institutions convert evidence into action. Her research delves into institutional capacity, democratic accountability, public service delivery, and political commitments, with a focus on understanding how governance affects everyday public outcomes.At G&ER, Rayven leads research for the Pennsylvania gubernatorial edition of the Beyond the Manifesto research series. Her work explores political commitments beyond campaign messaging by assessing the evidence supporting each commitment, examining the governance and implementation requirements, evaluating institutional capacity, and analyzing the practical factors that influence whether those commitments can realistically be delivered.
