Shifan Du, MPA, is a transportation and urban policy researcher whose work explores how governance, public transit, and institutional decision-making shape access to opportunity. As a Research & Data Fellow at Governance & Evidence Review (G&ER), she contributes to the Beyond the Manifesto research series, examining how policy implementation influences everyday life.

ABOUT SHIFAN

She holds a Master of Public Administration from the Fels Institute of Government at the University of Pennsylvania, with a concentration in Quantitative Policy Analysis, and a Bachelor of Science in Business Analytics from the University of Rochester. Her academic and professional background spans policy analysis, program evaluation, public statistics, data visualization, and evidence-informed decision-making.

Prior to joining G&ER, Shifan contributed to policy and research initiatives with UNESCO, PwC, Harvard University, Deloitte, and EY, supporting projects in transportation, sustainability, environmental governance, and public sector performance. Across these roles, she developed a strong interest in using quantitative analysis, program evaluation, and evidence-informed research to improve public decision-making. 

At G&ER, she applies these interests to research examining transportation governance, policy implementation, and institutional performance, helping translate complex policy questions into accessible, evidence-informed analysis.
